The Second Administrative Court of Appeal is a court of appeal in the system of administrative courts of Ukraine and reviews decisions of district administrative courts within the powers defined by the Code of Administrative Procedure of Ukraine. The court considers appeals in public law disputes between individuals or legal entities and subjects of government authority.

The appellate review of administrative cases has a clear procedural specificity. At this stage, the correct determination of the grounds for the appeal, substantiation of violations of substantive or procedural law, as well as professional work with case law are of crucial importance. It is in the appeal that the final legal assessment of the actions or decisions of state authorities is often determined.
